New tools for Decision Making: Technological Surveillance and StrategicIntelligence

In the current context where there is a permanent appearance of competitors globally, new scenarios
without borders generated by information and communication technologies (ICT), the permanent
generation of large volumes of data and information, the free movement of knowledge, and other
factors, force organizations to implement new strategies that allow them to increase their levels of
competitiveness and thus be able to make better strategic decisions. According to this, it is that in
the last 20 years, new strategic tools, Technological Surveillance and Strategic Intelligence (VTeIE)
have resurfaced. These tools seek to enhance the central development dynamics of a National System
of Science, Technology and Innovation (SNCTI) from different points of view. The VTeIE then turn
out to be key tools in innovation processes and in strengthening SNCTIs, therefore, there is a need
to position and achieve a high level of dissemination of these tools in the different social actors, and
realize them through implementation of processes organized and systematized within organizations.
The National Program of Technological Surveillance and Competitive Intelligence (VINTEC) of the current Secretariat of Government of Science, Technology and Productive Innovation (SGCTIP) is the first and only initiative in Argentina that promotes, sensitizes, disseminates and manages the VTeIE in different organizations and institutions, providing key instruments to transform data into information and this into new knowledge for decision making.
This article presents a brief description of the scope and importance of the implementation of VTeIE
processes in current times for any organization and institution. In addition, the essential and main
characteristics of the “Technology Antenna” project of VINTEC are described, as a case of success
at the National and Latin American level of Technological Surveillance and Strategic Intelligence
